Equatorial Guinea has a security pact with Sao Tome and Principe, backing by the United States which is overseeing a regional security framework for the regional coastal/island states. China has provided training and possibly arms. Despite the 28th highest per capita in the world, the country is poor due to corruption and nepotism.
